How do you keep dry during the Portland rainy season?

Staying wet...I despise being perpetually moistened from the knees down, yet take no intitive to correct the problem. Perhaps my role as an Oregonian prevents me from it. It could be I have the spirit of a duck splashing within my depths. None the less I don't own an umbrella or a car. WelliesI walk with my Wellies (which I just found out yesterday are cracked!). And then I have a pair of flats either hiding at work, or in my bag, that I can quickly change into.
