Try longer

I personally like walking because there are so many things you can do to change it up. Like the previous person mentioned, ankle weights, hills, etc.. I experience a similar problem earlier this year. When I increased my 30-40min walk to at least 60 minutes I noticed the weight starting to drop. 60 minutes of activity 6 days a week is what my doctor reccommended.

Try increasing your milage and walking faster and making a goal something like 3 miles in 45 minutes. My friend lost a lot of weight by walking up inclineso n the tread miles

If walking is what you enjoy or are most able to do then try small changes that would increase your heart rate like walking in an area with hills, wearing ankle weights, or integrating bursts of power walking into your daily stroll.

Also make sure you aren't cutting too many calories - your metabolism can go into survival mode if diet changes are too drastic.

Thoughts

While walking is good, it may not be enough. I have found the best success with weightloss comes when I do intense interval training (http://en.wikipedia.org/wiki/Interval_training).

Things like spin class or interval swim workouts work really well.

I have been running for almost 2 years now and trained for a marathon this past spring. Because it is endurance running (slow steady pace), I saw no decrease in my weight during my marathon training (disappointing, I know).

Weight training can definitely help...
