If I put about 40 minutes into my workouts around 3-4 times a week, is that enough to gain muscle over time?

I Think So
That should be enough time, assuming you use those 40 minutes properly each time. I went to the gym with a friend once, and he only stayed 40 minutes, and only did 2 exercises... so he got almost nothing done. Today I hit the gym, only stayed about 45 minutes, but did tons of different exercises. It's all about using the time efficiently. And 3-4 days a week should be good as long as they're spread out, because you need to let your muscles rebuild. For more advice from more experienced people, I suggest posting this question on the Fitness and Exercise forums, just so you can get more opinions from people that probably know more than me.
